Question Fans get "stuck" on high speed

I've got an Asrock X79 Extreme4 motherboard with an i7 3930k. I've got fans plugged into the 4 pin CPU header, and the 4 pin Chasis header. The CPU cooler is using Nocutas, and the case is using Arctic F12s daisy chained together. I had the same issue using all Noctua fans.

I've got the bios set to control the fan speed automatically. It seems to work, keeping the fans at a very low speed. However, as soon as the fans spin up (gaming, running a benchmark, etc) they will not go back down, even after the temperatures drop.

Using open hardware monitor, I can change the fan speeds from automatic to manual, then back to automatic, and this seems to "un-stick" them. However, as soon as the system heats up again, the fans spin up and never drop.

I used to use Fan Speed Control, but that has recently caused issues with Fortnite. I've tried using ASrock's Extreme Tuning utility, but have the same result.

Anyone have ideas what the issue could be? Or ideas of another software to use? Or is there a controller I could buy that would bypass the motherboard headers?
