One of the fans in my grapics card is kind of rattelig or making a noise like its hitting something and i think it maybe goes a little slower (it is the fan in the middle), is this a problem and is there a way to fix it, i know this is another question but you seem to know much

Solution
or its a bad ball bearing on the fan or the fan blades are obscured or unaligned. try taping gently on the middle of the fan so you press it back in its alignment (dont press the blades, press in the middle above the rotor where blades meet the rotor) check if the blades are hitting something like the heatsink or sides. the speed of the fans is mostly regulated by the GPU/mobo program so fans can spin on other speeds from each other. you can always buy a custom cooling for a GPU so you can change the whole thing or just the fan.
