Fans repeatedly turn on and off at boot. Is this bad?

I just installed a new motherboard (Gigabyte B360M DS3H), CPU (intel i3-8100 LGA1151), and memory stick. When I start the PC the fans turn on and off at least once, sometimes more (see video). Unlike all the other posts I have seen, the system does eventually boot up successfully and remains stable. Any ideas of what is going on? Should I be worried?

It's not actually a fan problem but BIOS trying to find best settings.

what countmike said is right, if is does it each time you cold boot the system it could be a sign the cmos battery needs changing.(not keeping the settings)

Since the motherboard is brand new, do you think it's a faulty part and I should bring back to the store to exchange it for a new one?

well you can get a battery for like 3$, and test, if it continues keep the battery and exchange faulty board for a fresh one.

Nothing wrong or bad just not set up properly.

I took out the battery for 10 minutes and then put it back in and I also went into BIOS and clicked on "Load Optimized Defaults". Problem went away. Thanks for the help!
