Fans running at 100% after reset

So after accidentally pressing the reset switch on my PC and having it reboot, all the fans are now running at 100%. I have tried just about *everything* to fix this including clearing CMOS and manually changing the fan speeds in the BIOS and nothing has worked.

Any other suggestions?
Motherboard used: ASRock X470 Taichi

Go into BIOS and make sure the 3pin fans are set to DC mode

All of my fans are 4 pin PWM fans (BeQuiet! Silent Wings 3 140mm PWM) and are set to PWM mode

actually I got a pc that does it when it boots up but the fans slow down after post, so im kinda curious too

I've already tried clearing CMOS and there wasn't any change. It used to boot up and the fans would ramp up and down now it ramps up and remains at 100%
