Fans spinning too fast

So I cleaned out all the dust from my gpu which is a GTX 970. But when I put the card back in and went to load up windows the car started spinning super fast so I was going to go into windows and see what was up. But my PC will do starting windows (I'm on 7 pro) and the entire thing will reset. I also sprayed the compressed air around the case. This is not the first time I've taken my gpu out but this is the first time this has ever happened. Thanks please help
 
Did you remove the shroud/fans? Did you reapply thermal paste? Is the heatsink secure?

It sounds like the GPU is heating up rapidly....... I would suspect you're not making good contact. But if you didn't remove the heatsink etc, that doesn't make much sense/
 
I did take the back off of the gpu however everything went back as should. I didn't have any thermal paste with me so nothing was changed there. I just sprayed all the dust out of the gpu and the case. I can get into BIOS but the fans still say somewhat loud. It's just the gpu fan doing this. I also am curious as to why it won't boot into windows
 
So, did you remove the whole shroud, exposing the GPU die etc (where the thermal paste is)?

If so, and you didn't remove/change the paste.... you're not longer making perfect contact, and that will impact temps/fan noise.
 
I had taken the back of the gpu off which did expose the die I made sure to unplug the fan and I just left the actual gpu alone. I sprayed the can of compressed air around the gpu fan on the outside case and also sprayed all the dust out of the heat sink (I think that's called that it looks like the thing my gpu fan is connected to) I put it back how it should be and screwed everything back together. The fans aren't really the issue to me. I'm mostly concerned about why it won't boot into windows
 
Had the GPU run recently, prior to removing the shroud? If so, the thermal paste should still have been "wet" (for lack of a better term) and would at least provide some dissipation once reassembled.

If the system had been off for hours/days etc though, the paste was likely pretty dried out - so the physical contact made when you resecured the shroud probably wasn't great. That's what it sounds like to me.


I'd remove the heatsink/fan etc.... clean off the thermal paste (isopropyl alcohol) and apply some new paste.
 
The entire system before I started removing stuff was off for maybe 3 minutes. When I got into the actually gpu maybe 10 afterwards. I out everything back together and watched some Netflix before turning it back on. And what about booting into windows because my PC won't do that for some odd reason.
