Question Fans stopped spinning in my gpu, or power supply issue?

Hey so I recently upgraded my Motherboard/ram/gpu/cpu in the past 2-3 months. I got a new 4070 graphics card. Everything was working fine, but lately I’ve been seeing some performance issues. I would be gaming and watching Netflix and there would be consistent 1-2s black screens while on the Netflix window every few minutes. And sometimes the screens would freeze up altogether with the sound still going. It would come back sometimes while other times I would have to hard reset the pc. But more recently the game has been taking considerably longer to load screens. And now today I noticed that the fans don’t even turn on anymore, even during start up when it used to. I loaded up the game and noticed they don’tTurn on during gameplay either. I’m assuming it’s a graphics card issue but don’t really know how to diagnose.
