Far cry 4 MSI gtx 970 SLI

Hello I have a problem with this game when I play game at the beginning I am having like 35-40fps on max and minimum settings and the graphic cards are on about 60-65 celsius while Sniper Elite goes up to 80 celsius and having all maxed and its about 70-100 fps do you know any fix for this? like graphics on Sniper elite spins on 99% but on Far cry 4 it goes about 25-50% like its not problem with my graphic card it must be with game cause all others works normal any recommendations I would appreciate thanks
