Can I Run Far Cry 4 with these Specs

Cpu = core 2 Duo E6850 @3.0 ghz

Gpu = Gigabyte Nvidia Geforce GT
740 2gb DDR 5 OC version

Ram = 4GB
 
It will not start due to bad porting,it will search for a third core to place the first thread on,you will need to find extreme injector to make it start.
It will run but it will be pretty slow,but I'm sure you are used to that.

I played Far Cry 4 with my old QX9650, 8GB RAM and GTX680 4 GB and it was just fine. I think bottleneck in your system is the video card for this game. But it should be playable at the lowest settings.
 


A QX9650 is a much faster CPU than the E6850 and is a quad core vs dual core, and your 680 video card is also much faster than the 740. Very different systems.
