My graphics settings are either on High or Ultra and basically have the same issue. I have it at 1080p on a 144hz monitor with resolution scale set to 1.5. (I've also tried setting the DSR to 2715x1527 and cranking everything to Ultra, didn't improve fps, actually cut it to 35fps and even with that the usage of the GPU never went over 10%)

Nearly all my gameplay is between 50fps-60fps in almost all situations. Strangest of all my CPU usage is between 65-80 and in spikes it goes from 88-100%. However my GPU usage is never over 5%? What's going on with it?
