Fast Internet, Slow Download Speed

Speedtest shows that my download speed is 71.50 Mbps, but when I download something (a steam game for example) my download speed is 200-300 kb/s, I usually get 8-9 mb/s. I'm using wired ethernet. My ISP says the issue is on my end & there's nothing they can do about it.
 


My motherboard is Gigabyte Technology Co. Ltd. 970A-D3P (CPU 1), however I see two options at the site, one says (rev. 1.0), the other says (rev 2.x). I'm not sure which one mine is.
 

Those results say everything is just fine with your Internet connection.

Check your router for any sort of QoS (quality of service) settings. Disable them.

Check your anti-virus and/or Internet security software for some sort of malicious website filtering and monitoring service. Disable it.
 


I ran scans on Malwarebytes Trial & Adwcleaner, but they didn't pick up anything. However, I ran a scan on SpyHunter4 & it picked up a mid level infection called "Snap.do", which seems to keep coming back. I did some research on it & it should apparently affect browsers, but I can't find anything that seems to be affected by it, it does keep coming back on SpyHunter4's scan though. SpyHunter4 also picked up other "infections" that are tracking & spyware cookies, but apparently those are normal & it just told me to run scans daily to get rid of them.
 
There's different kinds of malware/Trojans, but a popular one is a sleeper. It basically does exactly nothing until you open up a browser window, then it activates and sends that website to any of a multitude of other 'interested' parties. Really kills bandwidth with all those ppl just wanting to know where you are going, just so those ppl can send you pop-ups advertising stuff that you seem to be interested in. Your browser is probably setup to block pop-ups, but you'll still get the Google leads crap in the sidebars etc with all those adds. What's really bad is when stuff like that happens and then you start getting phone calls saying 'hi, we see that you recently went to our sister website....'
 


There's nothing of the sort in any of my installed browsers as far as I can tell. I've checked add-ons, plugins, search engine, & homepage. How do I get rid of it permanently?
 


I actually followed every step of that guide to be safe & I still couldn't find any remnants of snap.do.
 
I'd not be to trusting if SpyHunter4 in the future then, seems to be getting its definitions crossed somewhere.

Since all your pc stuff seems to be fine on your end of the connection, the only thing left is possibly not your end. I had a TV (my sons) and it had a loose rf connection (where the cable attaches) which was grounding out the signal in his bedroom. Unfortunately it was traveling back to the mains splitter (grounded) creating massive amounts of interference that was further bumped by the cables amplifier (long cable runs iny house, too much signal loss). Needless to say, it took the cable company 2 days to track down the cause because the interference was so strong it went off their testers ability to read any coherent signal. The only thing it messed with was the Internet, I was getting less than 100kb/s dl on a 50Gb account.

So it might not be a pc issue, could be as simple as a kink in the cable, which affects certain bandwidth ranges, lack of insulating layer between the conductor and ground.
 


It could be. The oddity is Speedtest.net has perfect connection but everything else doesn't.
 


I did a reset & chose the "more recovery options" "learn how to start fresh with a clean installation of windows" option. When I tried to download something at first, I was getting 6 mb/s for a minute, peaking at 8.9 mb/s. A minute later I was getting 0 to 30 kb/s for awhile, then after a few minutes, It now keeps fluctuating between 500 kb/s to 2.9 mb/s.

I was also able to login to the OS with my MS account, and W10 is linked to my MS account.

I just checked my download speed as I'm writing & it's now fluctuating between 1.9 mb/s to 9 mb/s. It will probably change again though.

Edit: Sometimes it drops to nothing & starts back up again. Also, it rarely gets past 5 mb/s now.
Edit 2: Download speed stopped for about a minute, then fluctuated between 500-700 kb/s, & is now between 1-3mb/s.
Edit 3: I've now been between 8-9mb/s for a few minutes. It seems too good to be true, I'll see if it changes though.
Edit 4: It dropped to 2-3 mb/s for a few minutes, then to 0-300 kb/s, back to 2-3 mbs, then back to 8-9 mb/s. It honestly feels too slow to be 8-9 mb/s though. It seems that I download 0.1GB per 12 seconds(or around there), does this sound correct?
 
I woke up to having 31 KB/s, I didn't change anything. I'm lost at this point.

Edit: Apparently I'm at 23 bytes/s. http://i.imgur.com/GzAOjaZ.png With the download saying it'll take "Over A Year." The download even stops completely at times.

Edit 2: After spending the whole morning with an apparent 23 bytes/s, I now randomly have my 9 MB/s back. I don't know for how long though. My speedtest results have remained the same throughout all of this though, according to it, there's nothing wrong my with internet.
 


I tried downloading from somewhere else while I was getting "23 bytes/s", I downloaded a tv show episode from an app that I downloaded yesterday while I had my usual 8-9 MB/s. The download today was progressing extremely slowly compared to yesterday.

 
I'd put in a call to the cable company (isp) and have a tech sent out to do a full workup. I'm seriously doubting that it's your pc if you are getting good-bad-good-bad speeds like that. Sounds much more like there's something up from either the node or the wire from the node to your house. Either way, eliminate it as a possibility. That'll only leave what's inside the house, be it wire or router.
 


I tried using a different ethernet cable & it made no difference. My ISP came out about two weeks ago & installed a new modem (combo), but they said that they couldn't do anything about my download speed. So I suppose I can eliminate the wire & modem as the cause of the problem. I'll call my ISP again & ask for them to do a full workup.
 
i had the same problem with the slow download speed,the problem for me was the driver,windows 10 auto-updated my wifi adapter driver,so i had to go to the official website of my laptop brand (HP),i downloaded the driver they gave me and installed it,problem solved,i hope that helped.
 


I had this same problem before my speed test was 140~ mb/s and my downloading speed was 25 to 30 mb/s but recently it dropped down to 30mb/s on the speed test and only about 2mb/s in actual download so i contacted my provider(comcast) and had my modem replace but that didn't fix the problem so i looked around and found that i just needed to update my network driver and the problem was solved.
