My laptop has 2 x 4GB of 1600Mhz installed.

However, my MB only supports up to 1333Hz, so it runs at 1333MHz.

I noticed that at a lower speed, the CL is 9 instead of 11.

When upgrading my RAM, should I continue to use 1600MHz, so that when it runs at 1333Mhz, I have a better CL??

Solution
Use laptop compatible memory at whatever their maximum frequency is, but check for lowest memory CAS latencies when the memory runs at 1333 MHz (MT/s).

Just a note that mixing old and new memory and/or mixing individual memory modules is not recommended owing to possible inter-module incompatibility. So, if upgrading memory, recommend using memory from the same dual channel kit only.
