i have a dell optiplex 380 , it has a dell inc OHN7XN motherboard what is the fastest cpu i can have? i'm a beginner who is just trying to upgrade before i buy quality

Well "fastest" has different meanings depending on your application.
Xeon may be the fastest if it's server or workstation based, but if it's not, then probably just the Quad Q9705.

Yes the Quad I stated above is much better.

Just still an old chipset that doesn't hold much capability depending on what you want to do.
