Question Faulty motherboard right after power outage

I have a PC, with its new Graphics Card and Power Supply.

The problem was happening before the PSU got replaced to a new one, so its not the PSU.

The problem is, after every power outage, my PC won't turn on, the fan light is not turn on, the CPU cooler fan is not turn on. But the VGA light is on, so it is powered on.

I can assume the problem is the motherboard.

How do I know, "My PC won't turn on after every power outage"?

Yes, the PC magically can be turned on after some hours or even days, after the power outage. I cannot wait that long, or even worse, it won't turn on forever...

I need your help.

How can I know the problem and how can I fix it?

For extra information:

Once I can turn on the PC, I can always turn on it no matter how many times I shutdown it, until the next power outage.

It will take hours or even days, mostly days, to be able to turn on.

I've tried swapping the reset button and the power button, tried manually trigger it using screwdriver too...
