[SOLVED] Faulty Motherboard?

I just moved out recently and when I setup my PC it just stuck on a loop, no boot logos appearing just fans turning on and off. Tried possible solutions like reseating cables and ram but no result and when I tried using only one ram on slot 2 the thing just worked also did the same to slot 1 but no results. I'm using i5-6400,gigabyte b250m hd3 and 8x2GB 2400.

I really don't have any idea why my the other slot is not working do any of you guys know what's the problem?

Have you tried clearing the CMOS?
Check the support page for your motherboard, you are using a 6th generation CPU.

* To support 2400 MHz or XMP memory, you must install a 7th generation processor.
