Faulty PSU Sending The Wrong Voltage Down The +12V Rail

Sooo.... My Power Supply hasn't acted up or anything but when i took a look at the hardware monitor i noticed something my psu is constantly sending 9.592V Down that Rail

My GPU does Have some Stability Issues with my Multi-Monitors
CPU: AMD-6300(FX)
OS: Windows 10
HDD: WD x2 1TB
GPU: Radeon™ R7 250 2GD3 OC
Motherboard: 760GMA-P34 (FX)
PSU: APEX SolyTech SL-400TF 400W ATX12V Power Supply
 
While your PSU sucks software readings can be inaccurate, as this one is. Your computer would be non-functional; if it was true. But yeah your PSU is still horrible to tell you the truth. But with your low-power hardware seems to be doing fine. Don't think multi-monitors would have anything to do with it. Well, depends on what you mean by "instability".
 
MY Gpu gets its power from the Pci-e x16 slot its likely my hdd from a molex to sata power that goes to the top of my pc to an external 5" Sata 6gb/s might explain why the power is low since thats the only molex in use
