Faulty temp sensor causing throttling.

The temp sensor in my GTX 460 (bought used for spare PC) reports 50c at idle and 100c under load, at first I thought the thermal paste needed replacing or something, no luck. However, I just touched the card when it went to '100c' and it was only lukewarm. However the card is being throttled because it thinks it's at 100c when it isn't. Is there any way to turn off throttling?
 
Found the issue. I lied about replacing the thermal paste because I figured it wouldn't work, just tried it anyway.

I took the cooler off and there was a minty smell...

You guessed it, previous owner put toothpaste there.

An ebay seller is getting a few messages.
