If it were conductive, then you wouldn't be able to boot your PC. It would short out the circuits, and cause the PSU to protectively shut down, kind of like a blown fuse.

Are you having Issues? Is your PC exhibiting unexpected behavior? I doubt that an ungrounded PSU would be an issue. The grounding is a safety factor to prevent you electrocuting yourself.

I noticed that that the cabinet was giving shock when touched.So could that have damaged my PSU?
