FIFA 14 going from 30 to 60 FPS lock and back?!

Goodday people,

I have a problem with my FIFA 14 pc game, I play on high settings 1920x1080 with V-Sync on and MSAA off. In a match it happens all the time that FPS goes from 30 to 60. For example;
I start a match, it starts with 60 FPS and then I score a goal and it goes suddenly to 30 FPS till another goal is scored. It also happens sometimes when changing the camera and when I shoot on goal. So it's changing every now and then. It's really annoying. Though, when I put the game in windowed mode it plays 60 FPS all the time so there is no problem running the game smoothly on 60 FPS. So I tried a lot, if not everything and searched a lot of forums but nothing helped. I hope someone could help me with this...
I use Intel HD Graphics 4600, 8 GB RAM, SSD and HDD, 1920x1080 monitor.

Intel HD Graphics are not sufficent for running Fifa at 1920 x 1080. You might get better results if you turn off vsync in graphics options.

You really need a dedicated graphics card for pc gaming

Thanks. I understand, although I AM able to play FIFA 14 on high, in windowed mode and without vsync i get even 70 fps.

when you play it in windowed mode, you are not playing at 1920x1080
