When I bought Fifa 15, I could play it on my laptop (i5-3210m + nvidia geforce 610m) with low fps, but playable. Now I bought a pc with an intel pentium G3258 + sapphire radeon r9 290. And now the game became unplayable due to freezes all the time. After some research it turned out to be the CPU, because Fifa 15 isn't made that well (good fps in gta v and far cry 4 on ultra). The CPU usage is almost all the time 90+. So I tried Bes 1.6.2 which limits the CPU usage and it did work kind of, but the freezes were still there. Even when I locked the fps to 30, the freezes were there, however the CPU usage was around 40-50 even when the freezes occured. Yes my drivers are up to date (GPU at least). What can I do? (Apart from refunding)

Get a Haswell i5. i5-4460, i5-4590, i5-4690K, etc. All of your problems will be solved. It doesn't work because the G3258 only has 2 threads. Besides, your GPU is being highly bottlenecked in probably all games.

I chose this CPU, because it is really good for its price and I had a specific budget. So upgrading isn't really an option yet. Is there any other way? By downloading patches/mods from the community perhaps? I couldn't find one...

For people who are wondering how to fix it (worked for me on intel pentium G3258 @4.6ghz). Download BES 1.7 Alpha from http://mion.faireal.net/BES/#download open Fifa 15 and limit/watch Fifa in BES. Set limit to -2% and target sleep (onder control tab) to 40. If you still have stutter (like me) then go to your fifasetup.ini file located in your documents folder/fifa 15 and set renderingquality to 0, turn anti-aliasing (msaa) off and set window on full screen. Also if you still experience lag, cap the fps on 60/50/40/30 etc. what suites you the best (try rivatuner from msi afterburner). You can also lock fps in fifa when you launch the game. You can play around a little bit with the limit and target sleep, but this one turned out to be the best for me. Hope it helps!

Edit: Close your applications and background processes. Razer cortex also helps to turn down services for better fps.
