FIFA 17 config does not launch, buh opens at the background. Please help.

Question from nsimjames : "Fifa17 config not working"

So ive been having this peculiar problem since installing fifa 17

the game runs fine but the fifaconfig .exe in the FIFASetup folder just wont open...like after I double click it the cursor turns into that spinning wheel , spins for a while and then nothing happens

any idea as to how I can fix this ? I cant change the resolution or graphics settings
running a win 10 64 bit

https://www.youtube.com/watch?v=hE8bEkZ3DZo I had the same issue and I tried enabling Vsync and changing the it to dx 11! it worked
