Question Fifa 19 , good fps but game feels like slowmotion.

When i play fifa 19, in the training, and the training just before the match begins it feels smooth and how it should feel, but when i go to strt the match, the players move in slowmotion and the ball too, when the other team kicks off, and i move the players just before the other team kicks the ball it's also smooth, when they touch the ball it starts to feel like slowmo again.
Some things i need to mention:
I'm running windows 10 pro but it's atlas os, fresh install so it's not a virus
Before reinstalling there was no problem, and i was also running atlas os before when it worked
it's not a problem with my specs because it ran good before this
i tried it in windowed, borderless, with vsync, locked to 30 fps , locked to 60, no limit, all resolutions, all graphics settings, deleting settings file in documents, running on directx 11 or directx 12, reinstalled visual c++ and directx, reinstalled game multiple times (10 times i think)
the only thing i can think of is either something in the registry or from windows itself, i really don' t want to install everything again.

Try disabling vsync see if the game runs smoothly without vsync enabled I have been seeing several post like this where vsync was the cause of the issue

I tried disabling it from both nvidia control panel and game settings, same issue
