In the job we have 2 routers connected to the same Internet provider. Since we have 2 groups of users (I am NOT referring to workgroups), one with Win 7 and one with Win 10 we would like to find an easy way to exchange documents without mailing them to each other...
In the Win 7 group I made a shared folder and everything OK. Now the Win 10 group sees the Win 7 group (I don't know why ??) in the Network but we cannot log in to them of course.
Seeing them makes us believe that maybe there is a way to log in to them and exchange files...
Any help??

So, there is a way.... Some tech guy told me that since there are 2 routers it is impossible....
You would create a VPN between the two. The traffic would go via an encrypted tunnel to the ISP, then back. Not real fast.
Another option is to put a DMZ host with connections to both networks. A commercial NAS with multiple network adapters would be one implementation.

What the tech guy said was almost true. For your general home/small business users that uses the device called "routers" from the local electronics store it is impossible mostly because of how tricky it is to setup.

So the easy solution which even the largest companies now use is to just out source the function to some cloud based provider. They will have methods that allow you to share your data and still keep it secure.....for a price of course.

So if you really want to spend time learning a bunch of stuff you technically can make it work. First you need routers that support VPN on both ends. Next at least one of those ISP connections needs a public ip...without adding another layer of complexity. Then even after you have a vpn connection setup you need to solve the issue of IP ranges. Best if the 2 locations use different IP subnets. There are tricky ways to use the same subnet and still avoid the duplicate IP issue but I have never seen this done on a consumer router without running third party firmware.

So basically for most people saying it is impossible is likely the best answer.
