Question File properties not working correctly

If the issue you've stated cropped up after an OS update, you should look to performing a system restore and see if the issue alleviated. I would backup any and/or all mission critical data, recreate the installer for Windows 10 and then reinstall the OS in offline mode, then manually install all necessary drivers for your platform.
 
Whenever I open a file or program, the properties page opens but all of the information is blank, including the buttons and the tabs at the top of the window.

Update the mouse driver:

Click on Start, search for the Device Manager, and click on it.

Expand the "Mice and other pointing devices" section.

Double-click on HID-compliant mouse.

Go to the Driver tab and click on the "Update Driver" button.

Reset Windows Explorer:

Press Ctrl+Shift+Esc to open the Task Manager.

Click on "More details".

Find Windows Explorer in the list, click on it, and then click on the Restart button.

Enable the context menu in the Registry Editor:

Press Windows + R or click on Start and search for Run.

Type Regedit and click OK.

Navigate to HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\Explorer.

Double-click on NoViewContextMenu. If it doesn't exist, create it by right-clicking on the blank section, selecting New, and then selecting DWORD (32-bit) Value. Name it NoViewContextMenu.

Change the value to 0 and click OK.

Reboot your PC.

Restore your Windows to a previous point:

Restart your computer while holding the SHIFT button.

The Advanced Startup menu will open on boot.

Go to Troubleshoot.

Navigate to Advanced Options > System Restore.

Select a restore point and click Next to restore.
