File Server CPU recommendation

I need a recommendation for a CPU to be used with a M597 LE R2.0 I also have these two power supplies mk III Silencer and Antec High Current Gamer 400 so I would really appreciate if you could comment on those too.

I am planning on running Ubuntu. This will primary be a file server backing up to CrashPlan. I am also planning on sharing my pictures with family so I might end up installaing a web server.

My priority is low power consumption. I would like cpu not to go over $100. I don't mind spending more if power concuption is kept low but I get a better CPU. So if you can recommend best CPU with lowest power consumption will be very helpful.

There aren't really power efficient processors on am3+ your best bet is probably an older amd athlon II x2 processor like this one: http://pcpartpicker.com/part/amd-cpu-adx250ocgmbox
