[SOLVED] Files do not delete, nor do they execute ?

I've got an Acer Aspire h5310 or something (not sure). Its got a Celeron processor which is 1.6 Ghz. My dad uses it for casual work.

It started having performance issues a while ago. I downloaded HW monitor to check the temps (It heats up when I put it at sleep and then wake up) but when I open the setup, It shows "Application not found". Defragging the HDD doesn't work.

I tried running sfc /scannow but it says access denied even though I opened it as administrator. One thing to be noted here is that the User Account Control doesn't show up if I run anything as admin. UAC is enabled in control panel.

I've installed 3 GB RAM on the laptop.

Its running Windows 7 32-bit.

I would go right to getting a new drive and a clean Windows setup. Win 10 should install with the code you have for Win 7. Get an external USB enclosure for the old drive to copy your files from.
