Files freeze every time I try to delete them from the C drive

I can't even click onto anything in my control panel without the control panel freezing. I can't uninstall anything from 'add or remove programs'. My so called anti virus says I don't have a virus. Any suggestions?

Have you tried checking your file system integrity by using chkdsk in a command prompt?, if it's freezing try it in safe mode. Maybe even try sfc/scannow to check Windows file integrity.
