Question finding root of stuttering

Hi there,
over a year ago my pc randomly began having problems with stuttering in games, even while maintaining high frame rates. I also later noticed my cpu running hot very quickly, but I dont know if that was already happening before I had issues. Since then I sent the pc back to manufacturer, clean installed windows and reapplied thermal paste, tried new ram but nothing helped. My guess would be that there is something wrong with the cpu but I dont really want to replace it until I am more certain. The stuttering is present in almost all games I have played to some degree. It is most noticable in Fn and Valheim, noticable in Apex, Mc and Valo, less noticeable in BG 3 and Souls games, and not present in Ow. Is there any way to figure out where the issue might come from?

The case was designed by Coolermaster and the oddity here is that the case was badly designed which lead to high temps on the CPU and GPU, not to mention that all Omen's from that range were horrible purchases.

CPU cooler: I couldnt figure that out but I didnt change it
Motherboard: Hana Motherboard as on the site, AMI F.16
Ram: HyperX XMP 16GB
SSD/HDD: WD_BLACK 512 GB PCIe NVMe TLC Solid-State Drive, 1 TB Hard Disk Drive as on the site
GPU: RTX 3060 Ti
PSU: Internal 500 W Power Supply Unit as on the site, bought the Pc in January 2022
Chassis: also didnt change it, didnt find exact info
OS: switched to Win 10 Enterprise LTSC used to have Win 11
