When I power it up the lights turn on and the cpu fan, gpu fan and case fan all turn on. I'm not sure if the fans working means the cpu/gpu's are working though.
The lights on the mother board turn on and it appears to be working.
I've check the cpu, gpu and psu cables to make sure they're all plugged in.
I've tried each stick of RAM in each slot, nothing.
The screen works, i've tested it on other computers.
Build:
ASrock 970 extreme4
AMD FX-4300
OCZ ZT650w psu
2 TB WD green HDD
G.skill sniper 2x4 8gb
Radeon HD 5750 (until I can replace with hd 7770)
Dell 2008wfp monitor

Any trouble shooting tips or solutions?
Please keep in mind that i'm fairly new and full explanations would really help. Thanks!

Solution
If Your mb has video ports on it. Check to see if the mb posting first from the onboard video. On new mb make sure the four or eight pin pci power plug near the CPU or the edge of the mb plugged in. Make sure you used brass mb standoffs and the mb not shorted out. Check that mb not touching the mb tray or metal io shield. Check that the mb bios is at rev to post your CPU. It be under the mb qal list for your mb.

I have a DVI-D cable connected to both the monitor and the gpu
