first build help plz

so i brought a anti static wristband in preparation for my first build and ive heard your supposed to ground yourself on a psu plugged into an outlet. im wondering (stupid question)if im supposed to turn it off at the outlet and turn the psu on (or the other way around) or if im supposed to turn the psu and the outlet off?

Plug in the PSU and turn the outlet ON but the PSU off, that should do it. Otherwise you could also ground yourself to a large piece of metal such as your case (metal part xD).
