also if i order all these parts do they come with everything i need to complete the build? like do the parts come with the fans,cables ect

i don't think i will get the 280x at it's current price as it's sold out is a normal r9 280 a good card or maybe a gtx 960?
 
for the fans : almost all cases come with em, so dont worry about that.
for the cables : i think absolutely all power supplies come with all the cables for it
ask if u need to know anything more :)
