With some savvy shopping, it should be doable. Take a look at 2011 Noctua coolers on eBay - used. Can you find one for $20 or so, shipped? I'm not in the US so can't check shipping.

Then a quality PSU is going to set you back $60 or so, minimum. Something like this, at a quick glance.

Note: there are definitely cheaper PSUs , but you're typically taking a drop in quality. Given youre on a budget, the extra $10 or $20 is absolutely worth it, vs the cost of replacing another (more expensive) component that could be damaged by a poor PSU.

Then about $40 or so for one of the Chinese X99 motherboards
Alright so that psu and motherboard that you mentioned is good? I found this cooler but im not sure if this’ll work so i want to ask you.

As long as you didn't buy laptop memory (sodium), then it should work. You may not get higher speeds in some of the cheaper motherboards, but it'll depend on the board & the kit of RAM you bought
Alright thank you so much, seriously i don’t know how i can thank you. You just saved me so much time and frustration i really appreciate it. Have a great year 😁
