hello i am building my first ever pc i got a tight budget and this is what i can afford but i dont know if the psu is strong enough
specs:
Cooler Master Elite V2 - 550W
Corsair Carbide Series 200R Compact ATX
EVGA GeForce GTX 960 4GB FTW GAMING
Intel Core i5-4460 LGA 1150
Kingston HyperX FURY 8GB Kit
WD Blue 1TB
Asus H97M-E Motherboard
 
Yes, 550W is enough. The PSU is not tier-ranked by Tom's though so if you could spend a little more you could look into EVGA Supernova GS, G2, and B2 series PSUs (these will be of high quality and will come with nice warranty).

Also, just a suggestion, adding an SSD as a primary boot drive would dramatically increase your load times so take that into consideration if you are willing to spend a little more.

so i did 2 changes picked up a evga 970ssc 4gb and a EVGA 600 B1 80+ BRONZE
 


Anything from EVGA's Supernova B2, GS or G2 series with B2 being a little lower quality. GS and G2 are very reliable and are not that expensive; you could also get XFX TS 550w/650w/750w
