Question First time building new PC, questions regarding cpu temps and cpu fan

Hi Tomshardware,

I recently finished building my first ever PC from scratch, here are the specs:
CPU: Ryzen 5 3600
GPU: Asus Tuf Gaming GTX 1660 SUPER
Motherboard: MSI MPG B550 Gaming Plus
RAM: Crucial Ballisitix 16 GB 3200 MHz
PSU: Corsair CX550 M
SSD: WD SN750 1TB
Case: Fractal Design Meshify C

I have a few questions as this is my first time building a PC:
1. When I turn my PC on and off, my case fans go really loud for like 2 seconds then goes back to normal. is this ok?

2. Right now I am using the PC normally without any issues, but I have noticed that the CPU fan will spin, then stop spinning, then spin again

3. I am using HWMonitor and here are the temperature readings I get, should I be worried that I only have Chrome, Spotify, Slack, and Discord running and I sometimes reach temps in the 60s?

Ok regarding issue 2. I think it was the wagon wheel effect that got me, plus I was looking at my case through the tempered glass panel so I could not see what was going on until I used a flash light, I think the fans are spinning the entire time.
 
Are you using the stock cpu cooler? Fans do constantly ramp up and down,they react to the cpu temp but the wraith coolers are pretty loud, many buy an after market cooler. Again with the temps, they constantly jump up and down, especially with ryzens, load temps are what you need to keep an eye on, have you stressed the cpu at all with any benchmarks to see how hot it gets? And as for the first question, yeah, mine does the same when you switch it on and off.

Yes, I am using the stock amd cpu cooler on my ryzen 5 3600. No I have not done any benchmarks
I'm running Call of Duty Warzone and my CPU temps are averaging in the 70s
