While it's true that on PC you need to drop at least $650 to get 4K, consoles have always been touted as being more optimized and efficient than computers. Then there's the fact that in past generations console were sold as considerable loss leaders, losing MS and Sony potentially hundreds of dollars per sale in the hopes that it'd be made up for with game sales and [later] subscription services. While I honestly wouldn't expect 4k60 out of this gen, it was pretty disheartening for them to barely manage 1080p60 out of the gate, moreso because you could build a computer for around the same price and do so much more than you can on a console. The value and performance propositions of consoles pretty much died with this generation, all they have left is convenience and incumbency. If any company is in a position to dethrone them in those regards, it's Valve with Steam.
