Flashing a 290X 8GB to 390X 8GB?

It's a dual bios card and I've backed up my BIOS, the question is where do I get the XFX 390X BIOS? Techpowerup doesn't have it, do I have to manually edit the VBIOS?

What is the reason as to why you want to do it ?

There two different cards, and the physical Gpu`s on each differ slightly.
And you will probably find the card or the first bios will become corrupted, or brick the R9 290X card.

That's the great thing about these dual bios cards, there isn't really a reason not to try.

Just remember to make a backup of the original bios with gpu-z first before flashing a different one.
It will all depend on if your card has a reference board or not, generally a custom board bios won't work on a reference board.

go get a custom bios. trying to flash another cards bios to your is not the right way to do it.

they are going to have what you need there. somebody there has probably already modded the xfx bios that your card has, if you are trying to unlock higher vcore adjustments or force higher power states/disable boost mode. or they can point you in the right direction.
