Flashing CPU causes boot problems (Windows 10)

Alright so I have this IP-35-E ABIT motherboard that didnt support 45nm CPUs like the Q9650. So upon going to the ABIT website and looking for the latest update (v .18), the winrar file was corrupt. So I went to https://soggi.org/motherboards/abit.htm to get the latest IP35-E bios update. Flashed my bios. The bios will load up and it reads my CPU with the correct GHz, but when I try to load into Windows or even reset windows from a USB, it stays stuck at the Windows 10 Logo with no spinning dots. I've let it sit for almost an hour with no results.

So I'm not sure what to do here. Any suggestions? Thanks!
