Question Flashing error code on iBuyPower NE611FX FX-4000 Series FX-4300

A friend bought a iBuyPower NE611FX FX-4000 Series FX-4300 which seems to have a MSI 760GMA-P34 (FX) motherboard but they don't have any other details and the PC recently stopped working. It appears to be flashing an error code on the power LED.

I don't have access to the hardware and can't find any further info. I've put a copy of the video provided to me HERE

Does anyone know what the flashing light means? My old eyes can't even count them properly.

ibuypower? error on power led? try a new quality psu

Thanks for the reply. I'm sure they bought what they could afford. What do you base the idea that it is a power supply issue on?
