Flashing light on CD drive

I know that when data is being accessed on your cd drive the light flashes but my light is constant, steady flash even if no disk is in it. Also when i put a disk in it the computer does not see it and tells me to insert a disk into the drive.

Is this a new build? Backwards IDE cable maybe?

It is not a new build it is a couple year old sysem that was just upgraded from Windows 98 to 2000.

It you cold boot it it does not but if you warm boot it it does.
