My new custom PC works well, except for occasional screen flickering which happengs almost predictably with certain apps in Windows 10 (most obviously when I open the Microsoft Photos app, but I have also seen it while playing music on the Amazon Music app, and occasionally when nothing is open at all). The entire screen flickers off to black, and back on again, often in a rhythmic pattern with two flashes close together, almost like a heartbeat.
Running Windows 10 Home (64) retail copy.

HP Pavilion 21.5” LED 22cwa montior (connected by HDMI to graphics card)
I’ve tried updating Windows, updating display drivers, disabling Windows services such as “error reporting” and “problems and solutions” as described on many Youtube videos, and a different HDMI cable.
My next thoughts are...
-Do a fresh install of Windows?
-Get a different graphics card?
-Try a different SSD?
Any other ideas?
