Flickering Horizontal Lines On My Monitor

For the longest time I've been having the issue where there are flickering lines on my monitor while I'm playing video games. However, it only happens when I'm playing games, not when I'm watching tv shows or movies. It happens with every game that I play not just high demanding ones. It happened with my old graphics card as well so I'm not sure of the issue.

My Specs:

•AMD Processor - AMD Athlon x4 860K 3.8GHz (Quad Core)
•CPU Cooling - CORSAIR Hydro Series H60 - Liquid CPU Cooler
•AMD Motherboard - FM2 Chipset Motherboard
•Memory - 8GB (1x8GB) DDR3 1866MHz
•Primary Hard Drive - 2TB 7200 RPM
•Graphics Card - EVGA GeForce GTX 970 4GB 256-Bit
•Power Supply - EVGA 500 Watt Power Supply
•Operating System - Windows 8.1 64 Bit

Have you tried resetting the monitor to its default color settings, ie contrast brightness gamma edge enhancement.. reset them to default, then use nvidia control panel and select the default settings... might just be a settings error.. game graphics are always different from playing tv/film...

I did a factory reset to the monitor settings and changed everything back to it's default settings in NVidia control panel, sadly didn't seem to work.

Is your pc connected to vga, dvi or hdmi?

It's connected by a VGA cable. There's only one other slot and it's a DVI-D I believe.

I've done some more research and it seems that DVI might work better. I have a Dell E2414H. Does that mean that I need different cables to fix my issue?
