Fluctuating Fan speeds with newly built PC

Hi, so I just recently upgraded my Motherboard, Processor, GPU, and Ram from an older build I made a few years ago (So basically a brand new build with same PSU, HDD, and CPU cooler). Everything seems to be working perfectly and the hardware seems to be doing a fine job on benchmarking programs such as 3D mark.

My only issue is that the Case Fans are going crazy all the time. Basically the fan speeds fluctuate constantly and I have no clue how to control them. I haven't noticed many correlations that may be the cause of this. The one thing I have noticed is that at times my Motherboard and CPU temperatures will jump around from 30 degrees C all the way to mid to high 70's. This is true mainly for the motherboard but also seldom happens with the CPU temps. Something else to note would be that the GPU (MSI GTX 1080 Gaming X) doesn't fire up its own fans while the GPU reaches 60 degrees C while idle (which is another problem entirely).

Something I thought may be happening is the motherboard potentially inaccurately reading the temperatures of the components it is connected to but not sure how I could test that.

This is a list of some of the components:
Asus Maximus VIII Hero
MSI GTX 1080 Gaming X
Intel i7 6700K
Corsair H100i
Samsung 850 Evo as primary storage

Hello... Fans are low cost made devices... and can be defective or wear out... the noise and freq between all the FANs in the case can amplify and become annoying... Yes disconnect that fan or put it on a constant voltage source and see if that's the noise problem.
Hello... 1) What are the case fans connect to? and how are they connected?

2) Your MB BIO's will have temperature VS fan speed for your CPU and Case fan operation... create a custom profile that helps control/smooth out the Fan reaction cycles... basically when your CPU goes into Boost FREQ, you will see/hear this happening... You could limit the CPU peak/boost FREQ with the OS CPU Power settings or BIOs... if it's annoying to you.

3) NVidia has tried a new Cooler fan operation/profile with these 10 series models... no fans till 60C is reached... so this is normal.
 


Good to know the GPU is normal..

I have both fans that seem to be acting up plugged into a few fan headers on the mobo. In the bios they are under "CHA4 FAN" and "CPU FAN" if that helps. The one under CHA4 FAN may be the one that is doing the consistent fluctuating. I was messing with the Bios custom profiles of the fans and set them to always be on the "Turbo" setting but they only seem to correspond to that profile while in the bios. I launched out of the bios by saving and exiting and it didn't detect a change nor did the fan speeds stay the same speed.

Starting to think that the CHA4 Fan should be plugged somewhere else, honestly might just plug it right into the psu....
