For best gaming performance - low buget PC

950 USD both are the seem price

Is everything ok with it, witch is best, not planing upgrades for a year.

The price is high, but...
The first one has better graphics and will likely perform a little better in games. The PSU looks marginal for that build though.
The second one will be better in everything else, and won't give up too much in games. Same PSU.
Do you have the option to buy the parts and build it yourself? If not, and I were making the choice, I'd choose #2.

The problem is that, i have choosen these parts...I have no more money for it, i am trying to get the best solution here. I am not a fan of intel,nvidia,ati/amd, so no problem there. I dont like the idea of oc-ing a 4300 because, i buyed a 4300 but i didint get the ocing potential what was I hoping for. So for my ocing counts little, that is why x1950 pro and not 7900gs.(in my country Romania there is no RMA, if it works on factory settings than no one will change it for another). The PSU is like you sad marginal, best for its price, i have done research on the net, and it sould be enough.. MY BIG question is that will an x1950pro hold on for a year?. I have a 17" monitor so 1280*1024 with all the eyecandy (i can live without fsaa) will do it.

Well, it's faster than my 7900GS, and I don't plan on upgrading that any time soon; maybe if/when the 8800 GTS is < $200 I'll think about it.

Honestly, the 1950pro should be good for another 6 months to a year. It's on the margins but still a good card. Go for the Intel build and enjoy the fact that all you have to do is upgrade the video card and it'll kill the AMD in performance. The prices are a little high, but you're in Romania, right? That's explains why.
If you can scrape another $100US or so together, maybe buy an 8800GTS 320mb to just cap it off. Seems like a little now rather than a lot later. If you want all the eye candy, you'll need a little better video than that 1950pro.

I'd get #1 if all these are true, otherwise #2:
- the computer is only for games, no serious work at all
- you really want all the eye candy
- you play demanding games like Oblivion, rather than less demanding games like Doom or Battlefield

Look at the charts for yourself. In Oblivion you really want the 8800 GTS. In Doom or Battlefield either video card is fine and you're better off with #2.

Yes, I want to play demanding games like Bioshock, Crysis, Star Craft2, World in Conflict, Lost Planet. Dx 10 is not needed yet, if i buy 8800 gts i will play also in dx9 because is so much faster, than previous generation cards. I only need 25 fps in rts games and 30 in fps. I would use it for gaming mostly, but i want to work with photoshop and corel also.

I have to pay with RON (in romania) x1950 pro is 460 RON and a 8800 gts 320 mb is 890 RON, so almoust double. With the 6550 and no floppy i can save up to 100 RON. That is all. Or I wait until prices come down.

Best not to play the waiting game.

Developers aren't going to abandon the DX9 base any time soon (hell, nearly half of us gamers are still using cards from the Radeon 9xxx era ;-P) so an X1950 pro is going to be able to play anything that comes out in the next two years I would think (even if it only plays at medium settings).
