Can't install Feature update to Windows 10, version 1703. Receiving error code 0x800700c1. Wut do? (I am stuck on 1507)

I have no idea where to start and Google has not been helping in the slightest. I come to you, denizens of Tom's Hardware. Any and all help appreciated. Thank you.

Update, my post to Microsoft support forums just now:
I have tried to install the update >30 times.
I have tried installing it with all antivirus software uninstalled and firewall disabled.
I have run an SFC scan 3 times with nothing showing up as corrupt.
I have tried to reinstall windows manually using the Media Creation Tool. It failed at the last moment.
I always get the failure message after reaching 100%. The error code is 0x800700c1 .
I have also done multiple clean boots to make sure nothing bad is going on before trying to update (categorically cannot update in a clean boot though).
To double check, this: http://imgur.com/Uc0dnel is what I should be turning off to disable my firewall?
I'm at the end of my tether. Please help. Thank you.

If you were on version 1703 now, I could offer a way to fix that error but it won't work unless you were on current version. You could either run a longer version of DISM or do a repair install, but both, as I said, won't work unless you were on 1703 now. Since one of the updates is for 1507, I have to assume you aren't.

The fastest way to get onto latest version is the fresh install I suggested above. It will fix DISM along the way. Just make sure you copied everything off C before you do it.

Pardon me @SR-71 Blackbird , but what do you mean by 'create your own media'?

Well, it has been shut down multiple times since it started failing, yes.

When you reinstalled using media creation tool, did you make a USB? That is what SR-71 means about making own media

How did you try to reinstall? If you had done a fresh install I expect we would know about it if it failed at 100% cause windows wouldn't work at all now...

Backup anything on C you cannot afford to lose... because a fresh install will wipe the entire drive probably

change boot order in BIOS so USB is first, hdd second
boot from installer
follow this guide: http://www.tenforums.com/tutorials/1950-windows-10-clean-install.html

when you reach the screen asking for licence, click "I don't have a key" and win 10 will continue to install and reactivate once finished

On the screen where you choose where to install win 10, if it gives you an error about GPT drives, delete all the partitions on the hdd and press next. If it still gives error, cancel out of the installer and restart PC and start installer again, it will accept next on that screen this time (some PC just need a restart here)

thanks, I'll be trying your method when I have time in the next few days. Turns out it's an error with my DISM...

These are the warnings and errors I received in DISM log after it failed multiple times. As you can see, the error code in the DISM is one and the same as the one I've been receiving when attempting the update. Do you agree that I should still go through with your suggested re-installation of Windows?
