Question Force One Program To Run Always Behind Another

I currently have Cortana set up to operate Kodi which works great, but after each command i have to tell it to close the window, it displays an error message and often displays in fullscreen, all of which is very clunky.

I'm looking for a way to force Cortana to always run behind Kodi, so that all this stuff is hidden, the opposite to always on top, but can't find a solution. How can i achieve this? Windows 10 .

I had considered it. How would i patch my existing Kodi 18?

Using this method, how would i resize the window to look fullscreen?

I'm guessing you would need to change the windows size to match that of your screen resolution, though I'd recommend researching on how to keep a full-screen (not windowed) Kodi on top.

I tried the second method just to test, and Cortana just popped right up in fullscreen, so i guess it would do the same with the first.
