I got a new ssd and i want to format my old hdd and put windows into the new ssd. What is the most effective way to do that?

Desktop or laptop?

You can't "format" the currently running Windows drive.

You install a new OS on the new drive, or clone from old to new.
Later, you reconnect the old drive and then wipe it clean.
