And then reformatted it through Windows OS, could this create frame skips and micro freezes while gaming. Or is it another component? My last mobo died and I kept running it see which error codes it'd give me, could that have caused power surges and affected my CPU, RAM or drives? I'm using a new board now. Also I found a very small bit of what seems like thermal paste on one of the pads and removed it with a Q-tip. Would that cause issues with the CPU?

Should I just get a new system?

Recently? There's a bit of a 'bug' with clean installs recently, with CPU usage hitting 100%:

That may well be the cause of the slight freezes; CPU usage maxed out.
Excessive formatting of an SSD isn't great, due to the limited cycles available.

Provided the drive is in good health in general though, a couple of formats isn't going to be an issue, nor should it cause any form of freezes.

How did your old motherboard fail, specifically?

Please post your full system spec and describe exactly what happens....

Specs are under my name. I have no idea why my previous board died, it kept spitting out error codes and another user on here recommend getting a new board.

Did you clean install your OS when you switched out the motherboard? Driver conflicts if you didn't, could certainly cause some stutters/freezing.

Spec-wise, there's no obvious 'problem', and I certainly wouldn't suggest a "new" build as your rig is still pretty 'high end', and you're not going to gain much from upgrading.

Reinstalled the OS.
