[SOLVED] Fortnite not running the FPS it’s supposed to

I have been getting bad FPS on fortnite but I don’t really understand why. I’ve seen people with a graphics card weaker than mine perform better. I’ve seen a 1660 super with a ryzen 5 3600 hit 300 FPS without over clocking anything.
Here’s my rig
2070 super
Ryzen 5 3600
X570 as rock motherboard
2x8gb ddr4 Corsair vengeance
600w thermaltake psu

I’ve already downloaded chipset drivers, graphics drivers, windows updates, set power management to prefer maximum performance and just about everything on the Nvidia control panel.
When I play creative I get 400+ FPS but when I play pubs it’s around 200. My gpu usage goes down to 50% in pubs while it’s 70-80 in creative. Is this all normal? I also just recently fixed my ram so they are dual channeled.
