Found old windows backup

I'm in the process of transferring the old pictures from cds to a usb for my grandmother. One of the disks had a .Qic file on it. Is there a way o get the data off of it without installing windows 98?

I think that's going to need a Win98 box to open it.

Yeah, a Win98 VM would work as well.
VMWare, VirtualBox, or whatever.
