Fps capped at 114

Hello, A few days ago all of my games started getting capped at 114 FPS. Not sure what caused this but it doesn't appear to be MSI Afterburner since its not installed. And it never goes above it, but i was able to go much higher before.
Im running win10 Gtx 1060 Intel i5-6600k 8gb ddr4 and a 1080p 144hz monitor. If anyone has a solution please spread it. Cant find something like this anywhere that wasn't caused by msi afterburner or similar programs.

Guess I should also add I have disabled v-sync in both application and nvidia control panel.
My graphics drivers are updated to max, have tried restarting computer.

Also games with a built in frame lock of 60fps are stuck at 65fps
