FPS Chugging Since Mobo Replacement and Clean Win10 Install

So my Mobo fried a little while back. It's since been replaced and when I did I removed some old, faulty RAM. I did a clean install on Windows 10, but I am still having very noticeable FPS problems. This is across pretty much all games at this point, and it renders many unplayable. Updating drivers hasn't worked and the GPU is slotted in the PCIe slot closest to the CPU so I'm at a loss as to what's going on here.

Did you replace some or all the old RAM? It may be that the leftover old ram is also faulty.

Second, try to opening task manager (or use other software like openhardwaremonitor) to see how much % your CPU and GPU is being used in games, it's temperature and clockspeeds. Maybe the cpu/gpu aren't even used at their full potential.

Check the bios if there are any powersaving features turned on.

Check if Nvidia Shadowplay is on, try turning that off since that is recording gameplay on the background.

Try installing a game on another/new harddisk and run it from there, maybe the harddisk you currently use is faulty and slow.
 
I didn't replace any RAM, I just removed the oldest RAM. This cleared up a host of Blue Screen issues that I was getting with Twitch.tv and YouTube. With WoW running (it's honestly the only game I've played for three weeks) I'm at 50% RAM and 25% CPU, and there don't seem to be any heat issues on the CPU either. I highly doubt that it's the drives because Overwatch is on a different drive (one of my HDDs) and has the same issue. I'll look into Shadowplay and powersaving, and I'm using a Corsair TX750W.
 
Seems to still have some issues. No power savings settings getting in the way, so I'm at a loss yet again. It's better than it was before, but I'm still having performance issues.
